The passage in The Open Society and Its Enemies is taken as rational ethics succeeding where classical utilitarianism failed. What carries the later reformulation is the first clause — “I believe” — and the field that declaration opens. Subsequent critical method operates entirely inside that field. The phrase “avoidable suffering” then treats the experience as an object for external subtraction, so the same founding distinction keeps generating the gap it asks policy to close.

“I believe” is a declaration

In The Open Society and Its Enemies, Karl Popper writes:

“I believe that there is, from the ethical point of view, no symmetry between suffering and happiness, or between pain and pleasure. Both the greatest happiness principle of the Utilitarians and Kant’s principle ‘Promote other people’s happiness…’ seem to me (at least in their formulations) wrong on this point which, however, is not completely decidable by rational argument. … In my opinion … human suffering makes a direct moral appeal, namely, the appeal for help, while there is no similar call to increase the happiness of a man who is doing well anyway. … Instead of the greatest happiness for the greatest number, one should demand, more modestly, the least amount of avoidable suffering for all…”

The passage is frequently cited as a rational corrective to classical utilitarianism. Yet its first clause is not an inference. It is a declaration: “I believe.” Everything that follows — the asymmetry, the direct moral appeal of suffering, the reformulation of public policy as the minimization of avoidable suffering — derives its force from that opening act of distinction. The same sentence already names the remainder: the point “is not completely decidable by rational argument.” The later demand proceeds as if that remainder had been left behind. Good and evil are the two sides of the coin and the cut is that same forgotten first act under polarity costume: later faces map the territory the cut has opened; they do not reach the gesture that opens it.

Subsequent rigor stays inside the first cut

Self-distinguishing activity occurs — uncaused, unceasing. Call it the Mind: the observer already underway, every act of which is a distinction. Each discrete act bounds a this from a not-this. The boundary is not authorized by a prior ground; it is the activity itself occurring. Once the boundary “no symmetry between suffering and happiness” has been drawn, subsequent reasoning can test consequences, eliminate inconsistencies, and refine formulations with full rigor. The rigor, however, remains internal to the space opened by the first cut. It cannot step outside that cut to justify or eliminate it. Any attempt to do so would itself be a further discrete act of distinguishing, another declaration now applied to the previous one. “Avoidable suffering” relocates the locus of cause

The phrase “avoidable suffering” makes the structure visible. It treats suffering as an already-present object that can be subtracted by external agency, and happiness as a corresponding object that can be added. Both treatments relocate the locus of cause beyond the center that registers the experience. The center then measures its own edge against a retained image of what others ought to have prevented or supplied. The gap that appears is named suffering, and the same external locus is asked to close it. The belief that relief can be offered from outside is not a solution to the gap; it is the generative condition that keeps the retained image exempt from the current edge, so the reference continues to lag and the same outside is asked again. Help is half the problem is that supply when motion is furnished from outside the locus that would have to generate it.

Critical elimination cannot dissolve the distinction that made it possible

Rationalism, in this instance, does not escape the pre-rational character of its founding act. It operates entirely within it. The method of critical elimination can discard what follows from a distinction; it cannot dissolve the distinction that first made elimination possible. The boundary remains where it was set — at the moment the activity distinguished “no symmetry” and thereby opened the field in which all later rational operations take place. Openness is consistency is that freeze when a finite method is forced to ground an escape from what only continues.
